18Call for Papers : 7th National Geospatial Information Symposium (NGIS) 2016

NGISSimposium Maklumat Geospatial Kebangsaan atau dikenali sebagai ‘National Geospatial Information Symposium’ (NGIS) adalah merupakan aktiviti dwi tahunan anjuran Pusat Infrastruktur Data Geospatial Negara (MaCGDI), Kementerian Sumber Asli dan Alam Sekitar (NRE). Simposium ini diadakan sebagai forum perkongsian maklumat dan pengalaman melibatkan komuniti geospatial di kalangan agensi kerajaan dan swasta di Malaysia. DRAF AKHIR DASAR KEPELBAGAIAN BIOLOGI KEBANGSAAN 2016-2025

Penggubalan Dasar Kepelbagaian Biologi Kebangsaan (DKBK) 2016-2025 adalah bagi menentukan hala tuju dan bertindak sebagai panduan kepada semua agensi kerajaan termasuk kerajaan Negeri mengenai pemuliharaan dan pengurusan biodiversiti di negara ini. 

Dasar itu adalah sekadar garis panduan ke arah pemuliharaan biologi. Tanpa pembabitan dan kesungguhan pihak-pihak yang berkenaan, dasar ini akan  hanya akan tinggal dasar. Dalam hubungan ini, penglibatan semua pihak adalah amat penting bagi memastikan kejayaan pelaksanaannya. Ini kerana isu biodiversiti merupakan isu yang kompleks dan merentas sektor yang memerlukan pendekatan yang lebih sofistikated dan holistik.

Selaras dengan ini, Kementerian ini telah mengadakan beberapa siri mesyuarat kumpulan fokus, bengkel konsultasi dan hebahan seranta awam bagi mendapatkan maklum balas pihak-pihak berkepentingan termasuklah pihak kerajaan negeri, institusi pendidikan tinggi, badan bukan kerajaan dan industri sejak bulan Mac 2014 lagi. Kementerian ini ingin merakamkan jutaan terima kasih di atas penglibatan dan maklum balas yang dikemukakan oleh semua pihak.

Penganjuran mesyuarat dan bengkel konsultasi ini bukan sahaja bertujuan mendapatkan pandangan pihak berkepentingan mengenai draf DKBK tetapi juga meningkatkan kapasiti mereka berkaitan biodiversiti dan mendapatkan sokongan serta komitmen dalam pengurusan dan konservasi biodiversiti. Tanggungjawab dalam memelihara dan memulihara biodiversiti bukan sahaja merupakan tanggungjawab NRE tetapi juga semua pihak selaras dengan slogan MyBioD; My Life, My Heritage and My Future.

Justeru itu, Kementerian ini ingin mendapatkan maklum balas akhir mengenai draf akhir DKBK 2016-2025. Draf ini boleh didapati di laman web Kementerian di www.nre.gov.my dan laman web Mekanisme Pusat Penjelasan Kepelbagaian Biologi Kebangsaan di www.chm.frim.gov.my dari 11 – 21 Ogos 2015 untuk komen, pandangan dan cadangan penambahbaikan daripada semua pihak yang berkepentingan dari aspek substance. Maklum balas mengenai draf akhir ini boleh ditujukan kepada biodiversity.nre@1govuc.gov.my atau gbm@ere.com.my sehingga 21 Ogos 2015 menggunakan borang maklum balas yang disediakan.

Dasar Kepelbagaian Biologi Kebangsaan (DKBK) menentukan hala tuju dan bertindak sebagai panduan kepada semua agensi kerajaan termasuk kerajaan Negeri mengenai pemuliharaan dan pengurusan biodiversiti di negara ini.  

Dalam memenuhi obligasi Negara sebagai ahli kepada Konvensyen Kepelbagaian Biologi (CBD), Kementerian Sumber Asli dan Alam Sekitar (NRE) telah menggubal DKBK pada tahun 1998. Seiring dengan peredaran masa, isu-isu berkaitan biodiversiti turut menjadi semakin dinamik di mana pengurusannya memerlukan pendekatan yang lebih sofistikated dan holistik. 

Selaras dengan itu, NRE melalui perunding yang dilantik sedang mengkaji semula DKBK 1998. Di bawah kajian semula ini, satu draf dasar yang baru telah dibentuk iaitu DKBK 2015-2020 yang mengandungi matlamat, sasaran dan pelan tindakan biodiversiti kebangsaan yang mengambil kira isu semasa berkaitan biodiversiti dan kepentingan biodiversiti negara di samping mengambil kira Pelan Strategik Biodiversiti Antarabangsa 2011-2020 dan Aichi Biodiversity Targets yang diterima pakai di bawah Konvensyen Kepelbagaian Biologi (CBD). Kajian semula ini dilaksanakan di bawah projek National Biodiversity Planning to Support the Implementation of the CBD 2011-2020 Strategic Plan in Malaysia atau ringkasnya NBSAP

Draf DKBK 2015-2020 ini telah ditambah baik hasil daripada pandangan dan maklum balas daripada pihak berkepentingan semasa siri bengkel konsultasi dan perbincangan yang telah dijalankan sejak April 2014. NRE ingin merakamkan penghargaan di atas sokongan dan maklum balas daripada semua pihak yang terlibat.  

Draf terkini DKBK 2015-2020 boleh didapati di laman web Kementerian di www.nre.gov.my dan laman web Mekanisme Pusat Penjelasan Kepelbagaian Biologi Kebangsaan di www.chm.frim.gov.my​ dari 12 Jun sehingga 25 Jun 2015 untuk komen, pandangan dan cadangan penambahbaikan daripada semua pihak yang berkepentingan.   4. Development of State-level Policy Options and Mechanisms for Payments for Ecosystem Services (PES) (SC-2)

Project Background:

The Project is located at Kalabakan Forest Reserve (Partly) and Gunung Rara Forest Reserve (Partly), which is part of Yayasan Sabah's Sustainable Forest Management Licence Agreement (SFMLA) area. The 261,264 ha project landscape forms an important connecting landmass to three renowned protected areas in Sabah; the Maliau Basin Conservation Area, the Danum Valley Conservation Areas, and the Imbak Canyon Conservation Areas. The project landscape constitutes a connecting landscape that is utilized for conservation, forest rehabilitation, timber production and industrial tree plantation, including palm oil.  This land-use mix is an emerging trend in the forest reserves of Sabah driven by: (i) the comparative disadvantage in crop gestation periods between growing trees and agriculture crops, (ii) low rent capture, and: (iii) incoherent enforcement associated with a lack of expertise in multiple-use forest landscapes. Under a business-as-usual scenario, the above protected areas will become increasingly vulnerable to fire during prolonged droughts potentially from the surrounding degraded forests.

The objective of the project is to bring the land-uses in the connecting landscape and protected areas under a common and integrated management umbrella strategy in order to mainstream biodiversity, ecosystem functions and resilience, while enabling ongoing sustainable uses. The project will meet this objective by achieving three interconnected outcomes: (1) provisioning of an enabling environment for optimized multiple use planning, financing, management and protection of forest landscapes; (2) demonstration of multiple-use forest landscape planning and management system, and (3) demonstration of innovative sustainable financing methods for multiple-use forest landscape management. Assistance provided by GEF will strengthen the conservation of the largest area of mostly contiguous forest in Sabah, and one of the most important remaining forest landscapes in the Heart of Borneo. The project is expected to serve as a model to draw lessons learnt in best practices for replication in other forest landscapes within Sabah and in other parts of Malaysia and the Heart of Borneo.

3Invitation to comment on application for approval to supply or offer to supply products Mousticide RH and Mousticide WP. (Comments close on 11th February 2015)

The National Biosafety Board (NBB) welcomes written submissions of opinions/comments from the public regarding an application for approval to import the technical grade active ingredient (TGAI) of Trypsin Modulating Oostatic Factor (TMOF_yeast) from India and final products containing TMOF_yeast (genetically modified Pichia pastoris) from Philippines for supply or offer to supply products Mousticide RH and Mousticide WP.

2Online Public Engagement On Draft Bill Of Access to Biological Resources and Benefit Sharing (ABS Bill)

The Ministry of Natural Resources and Environment (NRE) is in the process of finalizing the draft Bill of Access to Biological Resources and Benefit Sharing (ABS Bill). This is in accordance with national effort to implement the third objective of the Convention on Biological Diversity (CBD) that promotes the fair and equitable sharing of benefits arising from the utilisation of natural resources. This Bill will also regulate bioprospecting activities in Malaysia to ensure that benefits are shared in a fair and equitable manner. In accordance with the General Circular No. 2 of 2012 on Public Outreach Online (online public engagement) for any proposed new laws / amendments to any law, this ABS Bill is available on the Ministry's website for public comments from 14 - 31 January 2015. The closing date for submission of feedback to the Ministry is on the 31 Januari 2015 by 6.00 pm.
